24 hours before the attack there were some BGP anomalies. BGP is a protocol all internet exchanges (IX) use to route traffic. In simpler terms, think of it like a master spreadsheet where the root ip space gets announced and shared to all other exchanges to route traffic. This inter-connectivity is what makes up the internet.

An Italian company in the Caribbean provides the connectivity to Venezuela's internet. The routes of this Italian company got hijacked/hacked 24 hours leading to the attack. The connections got interjected with additional hops, up to 10 different hops at times before a connection would reach it's destination. That's crazy because in practice as an internet exchange you want to reduce the hops necessary for a connection to reach a destination. For example when Bone Bone in Massachusetts opens Gamelive.com in the browser, his local ISP sends a request to an internet exchange say in NYC, hops to an IX in London, that hops to an IX in Lyon and finally reaching the GL server in Germany. The fewer hops the better is the essence of the internet as the connection would reach it's destination the fastest.

What happened with Venezuelan internet that day is that there was someone in the middle between all internet connections in Venezuela thanks to that hack. What did they do? What leverage they had placing themselves in the middle? Who knows, but surely it was US CYBERCOM. My ignorant guess is that there were some hyper scaled location tracking going on. Everything returned to normal later.
