I should look into that. The issue is, most of the condos in the building are owned by absentee landlord-investors, a lot of them Chinese. There is a condo owner board, but it's all dealt with via lawyers. I don't think anyone will care about one crazy woman. But maybe.

I would look into it. At the very least present what you have come across, and mention the police being there, and say that having someone so unstable next door worries you for your family and others safety. I wouldn't want a person like that living next to me, I'd be nervous. Any idea how long she has lived there?
 
Invite her over for Chinese food.
