Plommer can I get your professional opinion as to why this driver was off his scheduled path, driving double-decker buses into low bridges?

Bread, it's inexcusable.

Here in Toronto most (if not all) low bridges have a warning system that alerts drivers of large vehicles that they cannot make the bridge safely.
 
Question. Why are people making bridges that low to the ground?
It was obviously an old bridge, probably built in the early 30's, a little before the invention of the highway double decker bus.

Since the bridge where the accident occurred was in NY State I highly doubt a Canadian engineer was involved.

Don't blame the engineer who build the bridge blame the driver who didn't plan the route in advance. If you driving a double decker bus make sure you know how tall it is.

As someone who has driven buses and tractor trailers I can tell you that a driver of a large vehicle is quite aware of the size of their vehicle and low bridges are a major concern, that driver must have been very tired.
