Is it illegal if properly declared and import taxes are paid?
I looked into it and it seems that you can't do it without a permit. Without it customs will confiscate the booze and tell you to GFY.
The SAQ does emit temporary permits for you to import booze, but then you have to pay the government whatever markup they decide your booze would command if it were being sold in their stores. I'm sure the LCBO has a similar deal. Obviously you're not gonna save any money going that route, but it might make sense if you really want that one unavailable bottle.
(There's this website in the UK that will mail you some scotch with no guarantees - either it goes through illegally and you don't have to pay any tax, either it gets seized and you lose both your booze & money. According to them the success rate is not very high.)
