You contact the appropriate governing body that oversees the regulating and licensing of Costa Rican/Jamacian sportsbooks.

Oh yeah, sportsbooks located offshore so they wouldn't be hassled by rules/regulations and have to worry about protection of player funds.

Announcements like this and it almost always all gets paid out. Hard to keep a good rep internationally if you stiff people. Its the ones that get shut down without warning where the money gets stolen.
