No, that's Argentina. Uruguay is mostly Spanish and Italian immigration back when Spain and Italy were shitholes around the turn of the last century. They were so poor and weak back then that USA stole Puerto Rico and the Philippines in a "war" with Spain that lasted 2 months. Basically Spain just bending over. They were so scare they gave away Cuba too. That's when most of the people migrated to Uruguay and Argentina and São Paulo.
