Zaire's dictator Mobutu Seko spent his last few years in Morocco but things are not the same in Arab world. Turkey is another option. Some of the European countries would have accommodated him (as they have done for other dictators) but Qaddafi has done too much damage.

Looks like French Mirage and Rafale jets are flying over Benghazi to prevent air strikes from Ghadafi's forces and will assault his tanks shortly. This is a major development.
