Why do baseball pitchers wear dog collars?

I saw a few pitchers during the playoffs wearing dog collars. And they touch it before every pitch. Does it help with the ball grip?

I also think it's a fad too Bay Bud. It can't help that much. I didn't know the proper term for these ugly oversized hoops. Wal said they are magnetic rings? That's the first I heard. If this is true then why not wear them on wrists, ankles etc to improve circulation in every part of the body?
