10,000 square meters of usable area, that's a good amount of apartments.

Just random guesses, looking at the building but say there are 70 100M apartments. Those sized apartments new in say Medellin would run $165,000 * 70 = 11.6million.

No building codes there I pressume.

High? Are you crazy? It's way too low. It says 10,000 square meters of usable area which is 110,000 square feet. This is $30 per square foot. Here in the US a 7 story apartment building would cost more than $200 per square foot.

They probably cut corners with the foundation and it failed. It's probably sitting on piles which have failed and have moved laterally causing the building to move with the foundation.

They must have slightly better construction techniques is Thailand than China where they failed miserably to build a leaning tower.
