I would be pissed too. And while there are some ok touristy things to do in western South Dakota ie, Deadwood, Wall Drug etc, the main draw is Rushmore/badlands. You probably wouldn't make the trip for the others. It's like going to Paris and not being able to see the Eifel tower.
