I just saw it. I don't know what happened but sometimes all it takes is to remove a load bearing wall or cut a major beam or a column and the structure will come down. They could have also put a heavy fork lift, scissor lift or stack up a bunch of bricks or cement in one concentrated spot and overloaded the structure which lead to collapse. We had a contractor once here in town load gravel on a metal deck roof and he stacked it up too high instead of spreading it out evenly and he caused the collapse of the supporting beams and joists on a brand new building. Sometimes you can't fix stupid.
 
Looks like a transformer at an electrical substation blew up hence the blackout.

Buildings are designed to sway. Mexico City has some bad soils and the slight earthquake magnifies the swaying effect.
