He is talking about futures to win the cup which means each team must win (or draw and win in ET or PK's) their next 2 games. So it's Spain +165, Germany +172, Portugal +569, Italy +590.

Obviously Spain and Germany can only meet if they both win or advance their semifinals so betting 100 for +165 and 100 for +175 does not guarantee profit since there are other two teams that can advance to the final. Maybe you can calculate the probabilities now that I translated the original post.
