Probably depends how old they are. That was the way lines were written before spreads.

They're also called nickel lines (based on 5). Each bet is a ratio to 5. In other words, you'd get 8.5/5 for a bet on the Pirates, and you'd lay 9.5/5 on a bet of the Phillies.
 
It's also a bit counterintuitive since the odds next to the favorite are actually the odds for the dog.

So for tonight's game, the lines there would be:

St. Louis +150
Miami -170
