Anyone know what this is?

Bought one of those USB external enclosures; opened it up to put the drive in, and this thing was floating around loose inside it. Anyone know what it is?

I see the wires, but the edges of the black piece is metallic; I can't think of any reason for that part to be metal if it's simply a spool of wire.
