It's both, it's always both. The NFL is hyper focused on targeting certain demos with the superbowl HT show. In this case it's all about age (and international geography) and has little to do with race.
I've done a lot of work for ad agencies. A LOT. All they care about is eyeballs and the demos of those eyeballs. I can tell you generally and very specifically the NFL uses the HT show as a marketing, targeting tool. The game is what is set. The HT show is one of the only things they can tweak to gain new non 18-40yo males (who basically only buy cars and beer).
Also, it's a free show. People don't get paid to do the HT show and it actually costs them a lot (mostly in lost opportunity by interrupting their schedule).

Didn’t really watch the halftime show live but I did watch it the other day to see what the fuss was all about.Thought it was decent,apparently there was a lot of symbolism involved
