A careful reading of official Major League Baseball Rule 6.08(b) suggests that in this situation, the batter would be considered "hit by pitch", and would be eligible to advance to first base.
If a ball travels 270,000 km per second then it will most likely burn in the air before it reaches the plate. Not sure if there is going to be anything left for the hitter to hit.
