There was some sort of student uprising a couple years ago in Montreal, and the police decided that any group of 4 people could be considered an 'unlawful assembly". There was so much backlash and social-media scorn that they had to bump up the number to 10.

So it would appear that 10 dirty hippies is currently the magic number in Montreal.
