I've never once been offered, or even seen paper bags at a grocery store. I feel like it's something only ever seen in movies and television. Like Rachel from Friends comes home with a brown paper bag of groceries and there's a baguette and some carrot tops sticking out of the bag.
 
They used to ask "Would you prefer paper or plastic" then everyone decided to go green and uses plastic bags and most of them are made from recycled plastic. Sure, they are saving some trees, but not everyone recycles the bags. You can actually at some stores here, bring in your old bags and put them in a big box and they get recycled.
 
They instituted a 5 cent fee on all plastic bags here. The result was a decrease in usage by about 75%. However, the people who still buy bags has irked the eco warriors so I think they will eventually be banned outright in the next year or so. It's completely ridiculous because the small portion of bags that are still being bought are obviously being bought with the intention of reusing them.

For example, I use reusable cloth bags when grocery shopping. However, occasionally I will buy a handful of plastic bags to line my garbage bin with. Because after all, what else am I supposed to line my garbage bin other than plastic? So if you ban the bags, I'll just end up buying a box of plastic bags at a much more expensive price. You've done nothing to eliminate my usage of plastic bags other than inconveniencing me and forcing me to pay more for a product that I need.

However, the city councilors responsible for this bag ban can then point out in their quarterly monthly ward newsletter how they are saving the environment by banning plastic bags. Look at me, look what I helped to achieve.
 
Fiver you just made me realize that I've never seen paper bags in Toronto either. In Quebec they still ask you papier ou plastique?

I buy plastic bags with impunity. You always need a healthy stock of plastic bags around the house.
