Yeah I hear ya but if you're talking about cops prepared for riots it's kinda like soldiers prepared for a battle. At the slightest disturbance they're going to use more force than necessary.

It implies that cops will sometimes do things they're not supposed to do. It doesn't mean I disagree with it. The gist of my post was there's a big difference from beating someone cuffed vs not cuffed. If cops are going to get some shots in, do it BEFORE the cuffs come out.
